It's where you make a new layer, add your effects or w/e, right click on the layer and hit "Add Clipping Mask", what it does is mask another layer with effects from a new layer.. that simple.

I really dont understand still, um I am using a trial version of Adobe Photoshop Elements 6.0, could clipping masks be in the CS versions of Photoshop? I know that Cs and Elements have alot of different things in their versions

Clipping masks are not available to elements sorry. I checked this at school. you need to get the CS series
